Note that I haven't tried S3 yet, but I've played Armoured Coprs near exclusively after it's CID so I do have a fairly good understanding of it's capabilities in general.
First: I don't get the hype for shock-troopers. All they bring to the table is one more turn of sustain, but it hardly matters when they can't deal damage well enough to make up for it. Demolition corps are cheaper, more mobile and kill their targets (A dead enemy does not strike back). Besides, between her battle-group and feat, S3 brings a decent delivery method to them anyway. Problem with her is that she wants 12 points worth of Greylords to help her with focus hunger, and AC does not have points to spare.
After toying around for a while, this would be my starting point:

Man-O-War Strike Tanker [0(5)]
Man-O-War Strike Tanker [0(5)]
Man-O-War Bombardiers (max) [16]
- Man-O-War Bombardier Officer [5]
Man-O-War Demolition Corps (min) [8]
Man-O-War Demolition Corps (max) [14]
- Sergeant Dragos Dragadovich [0(6)]
I wouldn't play this into ghost lists anyway, so I wen't for Sylys' Arcane secrets over Adjunt Guidance since I don't have an archon eating the merc slot.
Kodiaks are the jack to go to I think, because they bring speed, infantry hate, clouds and pathfinder while S3's flank ability helps with the low damage (Beast09 is too expensive to my taste). Not sure if 2 or 3 is the right amount but I kind of want to start with 3 to really bring a presence on the table.
I don't want to play without bombardiers, they're by far the best unit in the theme. Granted, S3 does not have the hand of fate spell for them, but I feel without a ranged unit you can't pressure your opponent well enough. 18" of arcing fire threat is nothing to sneeze at.
Greylords and kovniks are self explanitory. Would love to include more than 2 tankers but again, 3 jacks and greylords eat up points. I guess the choise of tankers to pick depends on what matchups your going to drop the list against, but my gut feeling says stike tankers are better here, since the feat, vent steam and bombardiers bring enough infantry hate.
Lastly, the demo corp. People seem to place too much value on Dragos and forgets that the unit itself is FA3. Min units are cheaper per model than in full units and come without an obvious weak link model. Having multiple units also gives you way more presence and target saturation than a singe clump that struggles to be relevant without getting Dragos killed. I initially started with 3 units (1 max with Dragos and two min) but I believe the list needs all those support models and points are scarce. The bombardiers could be swapped for a third demo unit and more tankers or an archon but I'd rather keep the bombardiers and their ability to cross rough terrain and soften up targets.
You have a surprising amount of pathfinder which is really important with a medium base infantry list, decent infantry hate, very good damage dealing potential and some form of delivery method. The obvious weakness is the lack of magical weapons and models that can be easily launched deep to contest enemy flags and zones (like in most AC lists). If those weaknesses cause too much trouble, consider swapping 1 kodiak or the bombardiers + Sylys for a third demo corp, Adjunt and either an Archon or a Drakhun.
