So as someone who has a fair bit of experience with Malekus, and having been on a bit of a hiatus from the game (and I was never competitive to begin with), here is the list I'm throwing together with him:
Malekus FM
Malekus Heirophant Eye of Truth (duh) Judicator
Covenant of Menoth Menite Archon x2 Kick Monks x2 Hand of Silence Vassal Mechanic
Initiates of the Wall x2 Min unit of Idrian Skirmishers + Chieftain attachment Min choir
It's a pretty boring Faithful Masses list, but I've not actually played much Faithful Masses in the past. And while I actually have enough Zealots for two min units, I decided to go with Idrians because of pathfinder.
I honestly could see dropping the Monks and Idrians, going with two min units of Zealots, as potentially Def 14 models with recursion that can hit pow 16 bombs on Malekus' feat turn against Scourged anything would be hilarious. But I'm trying to build a list that isn't the typical Malekus all in on feat turn, and have some tools to play with.

I want to put the Revelator with him so badly in every list for the Conflagrator and Light Bringer shots, but every time I consider it, I just look at how much better the Judicator is in 90% of cases, especially if the opponent brings a lot of fire immunity.

Realistically, though, how common is fire immunity? Cygnar - nothing as far as I recall Khador - Assault Kommandos in one single theme, and possibly the only unit played less than Kossites. Two Strakhovs and his jack Torch, but Torch never sees the table either. Protectorate - I hope you can figure this one out. Cryx - nothing as far as I recall Convergence - nothing as far as I recall Retribution - nothing as far as I recall Crucible Guard - about half their warjacks can’t suffer continuous fire, and take fire damage rolls at minus one die. A good portion of their infantry are fire immune, but the most popular ones (Rocketmen) are not. Infernals - nothing as far as I recall Circle Orboros - nothing as far as I recall. The Fulcrum battle engine, maybe? Trollbloods - Fire Eaters, of course, and the Krielstone can potentially remove/prevent continuous fire. And I guess Horgle2 and his Battlegroup, but that’s one caster out of 18...? Legion - One single character beast, Azrael, and that’s it? Skorne - nothing as far as I recall Grymkin - nothing as far as I recall. Maybe some random thing. I don’t feel like checking right now. Mercenaries and Minions - scatterings of random stuff here and there, but none of their theme forces comes across as a unified theme of fire immunity. So you end up with one faction (Crucible Guard) that might cause you a hard time if you lean on fire damage, one faction (Protectorate) that maybe kinda sorta sometimes fields their handful of fire-immune models, and an overwhelming amount of factions (87% of the game, unless we start breaking out themes as their own individual units) that are not even close to fire immune. I think it’s safe to chance it. :-P

That definitely brings him out of the garbage into mid tier.
Ashen Veil on infantry is pretty dope in a good chunk of matchups, not always for cover, but for the -2 to living models. Note that the -2 doesn't need the enemy model to be targeting the model with ashen veil. So your infantry can potentially debuff the enemy vs your whole army and not just them.
Free charges vs models on fire is of course amazing for jacks since we have plenty of ways to guarantee getting something on fire. Not least with his new spell.
One free spell per turn is also very useful and fixes many of his issues. It solves the problems of Open Fire being overpriced. A free scourge is very useful.
At least this is an ability that is never useless and is always useful.
Brand of Fire isn't a bad way to get some free charges out there either. A clumped up enemy battlegroup is just begging to get tagged.

You and I have vastly different experiences with GotT then. The only similarity is that we both found is that TFG don't really kill things without offensive buffs. But that's what the rest of the list is for. Whats the best list youve played in GotT? Im always happy to try stuff. But I quit Guardians after a run of getting repeatedly kicked in the junk. The best list I played with GotT was something like(pardon some of the names I haven't played in 1.5 years due to my scene dying :-( ) Thyra BoM(or whatever her character jack is) Sanctifier Dervish 2 full TFG w/ UA 1 full unit of daughters 1 full unit of horse daughters Nicia Pyrrhus Min Choir Kell Bailoch Vassal 2x Mechanic The vassal and mechanics were because I needed an extra 5 points. I'm not sure if thats what I ran but it def sounds like something I would do. You keep a sanctifier near a unit of tfg and try to push up to where you'll ambush your daughters in from so he fuels himself with souls(first from tfg, then daughters usually). Kell does Kell things. Pyrrhus is just tough. Nicia can run around and score or be the start of a surprise assassination run. BoM usually seals the deal on a feat turn assassination run. TFG brick people up real hard and dont worry about killing too much unless thyra throws them a buff (which will happen for sure if you get into an attrition scenario) horses are fire and forget but they'll mulch almost anything they get into combat with or at least be a very costly speed bump. Choir is obvious. Dervish is my favorite light so of course he is here. I don't think i ever took a loss with that list but if I did it was only 1. I certainly don't remember losing with it though.

So to bring it back to Malekus, let me make my argument (granted, based on a single game so far) for running him in Faithful Masses.
It's not what you think.
It's not the Archons. It's not the Sunburst Crew. It's not even the zealots (though I do like them with Malekus).
It's the punch monk.
Holy hell, is this thing hilarious with Malekus. DEF18 with Ashen Veil? Just give up, you ain't never hitting him. Dude can tie up an unit, all on his lonesome, or camp a flag all day long. And if they finally send a warjack to kill him, cool. You just forced a freaking warjack to try and deal with a 3 pt solo, and there's still a 50% chance of a MAT7 warjack, with a boost, missing and letting the punch monk just walk away. Playing against Hordes? 75% chance of missing with a boost.

With Harby, DEF20 monks have been obnoxious for quite a long time (and Harby can save them too if they get hit by something that bypasses DEF)

Malekus also has an additional 4" of range on making them DEF 20, which is quite significant.

It depends on enemy reach, because with Malekus you only need the monk in your 14" CTRL while with Harby the enemy has to be in 12" CMD. So with enemies with longer reach weapons Malekus is even better. And you can even extend this Ashen Veil so that it protects your other models outside Malekus' CTRL.

With Harby, DEF20 monks have been obnoxious for quite a long time (and Harby can save them too if they get hit by something that bypasses DEF) I'll be honest, I've played with Harby maybe 4 times total. Basically as soon as I heard she's overpowered to the point of being a massive crutch (mk II), I decided to avoid her as much as possible. So yeah, Malekus is the first time I've enjoyed DEF 20 monks. And as has been stated, Malekus applies it over a bigger bubble, plus it works vs shooting originating outside the bubble.
