It may not be Themes, YET, but new units, kind of like when they added the first Man of War models to Khador. Neo-Mechanika doesn't quite have enough model diversity to make Themes needed for a collection focus.

My guess on what they mean by cadres are different unit types. For example the new ISA unit featured was the theurge commander. We already have a paladin commander who's spike rule specifically effect paladins (enforcers and annihilators) and also the paladin weaver and paladin siegbreaker exist. So it stands to reason that theurges will be a new unit classification. For a warmahordes comparison it's like praetorians vs cataphracts. Just my best guess though.

Just like the unit types that eventually became themes in warmahordes. It will take years for them to actually reach the first 3/4 types.

in sticking with today's Empyrean theme, here's a preview of one of the heavy-armored Aeon warriors that will make up a squad in a future cadre. These guys are pretty unhappy about having to leave the party in the Great Constellation and they're going to hit as hard as they look! Model will be on a 40mm base

I am very much looking forward to having 40 mm based squads, I just like the model size (Also in Wm/H). Will be interesting to see how the other factions will do!
Also how great is the fluff, that they punish them by forcing them to take the battlefield!? xD

Below is a concept for an upcoming two-unit squad that will be part of the Aeternus Continuum Cadre, available later this year. ‘Cyber Guardian Golem’ is a working name only, not a final name, though it pretty fairly sums up their role within the Aeternus Continuum temple.

...let's have a look at a couple new pieces of concept artwork for the upcoming Marcher Worlds air assault cadre (name TBD). This Cadre will include two different squads, a solo, a unit attachment, and the previously previewed Storm Vulture exo-armor vehicle — all flying! I don't really like how they have these big pieces stuck to their arms, then weapons stuck on top of that. Too much bulk for a flying model, and the profile is a bit weird (even just in the concept-art pose).
