Thanks to Brun and Lug, you have the potential for any large animals to become warbeasts. I would imagine that a Warlock spending enough time around any wild animal could turn it into a warbeast. They just need to.make a primal connection.
It depends on the Warlock in question.
So far, Trollkin have not shown a primal bond to anything but Fullblood Trolls and larger kin. Legion Warbeasts are literally dragon blood, though I suppose sufficiently blighted animals would qualify. Skorne utilize Mortitheurgy to control their beasts, so have no primal connection, but control through nerve impulses. Grimkin beasts seem the stuff of literal nightmares and have no relationship to the creatures of Caen.
That leaves the Circle and Minions, who do utilize the primal connection to most other creatures.

Strictly speaking, that's only true to the Gator half of Minions, although their magic is actually possibly a little closer to Skorne Mortitheurgy than the Wilding. Farrow primarily utilise something similar to Trolls in shared blood sympathy (arguably with a similar source, most Troll Warlocks draw their power from Dhunia and she's the principle god of the Farrow too). But yeah, unlike Warmachine where a "Warcaster" is the same thing to all, or almost all, factions, the term "Warlock" doesn't really have a coherent meaning. Because it's a game with set mechanics, we might see them as being somewhat homogeneous, but it's really one ruleset to cover a wide range of different powers and abilities.

I would love to see a minion cyclops clan that can be used as merc/minion options, possibly with a {JR}warlock. Or maybe just as units that can not be forced, don't have fury ect.

It's totally speculation based on what we have available, but I feel that only Everblight is unable to form a bond with random beasts due to the need for blight. Trolls probably just don't see a reason to go outside of their troll bretheren. They do bond with other animals, see the Bear Handler, just not on that level, and I wonder if Borka and his mount might end up in a Brun and Lug situation given enough time. Skorne could realistically create a combat beast out of any animal that survives the whole process that they go through. We sort of see this with crossover themes that allow minion beasts and how Arkadius can control Gorax.
There really isn't lore stating otherwise, and all the current lore points to warlocks being able to control non-humanoid creatures, so it doesn't feel like a stretch to imagine there's a farmer somewhere that did complete a spirit-bond with their cattle, and they just don't know it. And then from there, there's a chance that some greater intelligence beasts do form tribes. We already know that at least the Farrow and Kriel weren't always united, and there are some tribes out there still.

Legion are a little unique. While they use the same in-game rules that other Warlock/Warbeasts do, I suspect that from an in-universe perspective that they are completely different.
Nephilim would probably have the potential to be warlocks, given that they are Nyss, if Everblight decided to put a shard in one. But thats kinda the rub with the entire Legion. They are under the direct control of Everblight. You can't have a rouge Nephilim, its physically impossible. Blight turns all creatures it infects into the dragon's slaves, and Everblight corruption is even stronger because he can control his blight.

I remember when the Nephilim Bodyguard came out and people were saying, "Wait, one of two beasts in the faction that can frenzy into our warlocks is the bodyguard!?"
Worth noting that individual moments of betrayal are possible, but sustained doesn't seem to work. Remember, Lylyth cut out her shard and was still loyal to Everblight.

The control he exerts over them is a more basic fundamental level, not a complete domination on the minutia of every specific activity(though clearly Everblight can do that too if he needs to).
They can't do anything that would, in their mind, cause him harm. So if something is for the benefit of their master, they can disobey more specific orders. They're basically sentient robots. Capable of original independent thought, but they still have some overarching programming that they can't go against. But because they are intelligent individuals, they can do some creative things within the boundaries.

Back on the original idea, I think that if warcasters have power up, warlocks should get a “power down”.
Let’s say you can remove a fury from every war east for free before your maintenance phase. My thought is,feel that that’s part of the reason why low fury warlocks are not very attractive. And we may want to have low point beasts be more of an option.

You're not wrong. I just fondly remember the days when non-nephilim Legion warbeasts couldn't attack their controlling warlock in a frenzy.
