I can see that. If Hand gets his free charge, then he has as many attacks as heavies with 2 melee weapons that don't get a free charge, and at P+S 20, they're all quality. However, 2 Crusaders is only 2 points more expensive and even without a free charge they deal more damage. Their threat range is significantly lower, but two Crusaders is also more durable than one Hand. It really depends on what you want out of the jacks in your list.
Hand has the Guardian problem, where he cant use his spray in melee and feels less efficient if he isn't close enough to the enemy to trigger the +2 damage rolls.
I think Hand is priced a point too high. 18 points is equal to a Crusader + Repenter, which is essentially what he is, but he also doesn't have the open fist. He has a lot of other rules, but compared to our other character heavies, it's still pretty expensive. 17 feels good. Or 19 if they added Assault.

Well, I'm tentatively excited. Hopefully she's good and actually makes Fire feel like it can accomplish stuff.
I'm guessing Watch the World Burn is her feat. That sounds like a feat.

Her feat might give Flame Burst to friendly faction models within Control Range for one round, remove fire immunity from enemies for one round, and give friendly faction models a Vengeance mechanic, possibly Last Word. Hatred is possibly a token mechanic, similar to Baldur2, but without the damage every round. +Strength and Armor, to slowly make her a front line fighter. Spite might give some sort of effect for removing Hatred tokens. Maybe you can pick different effects, like Old Witch2+3 by spending tokens, but obviously not all the same effects as OW. I can see Feora4 going down a Focus due to her insanity, and some abilities helping with efficiency. Maybe if I'm right about the Hatred tokens, one option could be like Karchev's MkII turbine ability, where she can get focus back. Her weapon is Magical, Cont Fire, and one of Shred, Decap, or Sustained attack. P+S 12 to start.

Or maybe it has something to do with her line of sight. Cause she's "watching" the world burn.
Maybe "Enemy models in Feora's control area and line of sight lose fire immunity for 1 round and gain the Fire continuous effect. For one round, when a model in Feora's control area and line of sight suffers a fire damage roll the roll gains an additional damage die"

Blazing Effigy on all jacks as a Feat is very interesting. If she has a solid threat range increase, she might be one hell of a jack caster. We lack good ways of clearing jamming chaff now, and this would help immeasurably.

As feats go that feels a little lackluster. I sort of feel that she wants something massive that works with some sort of rage token mechanic?

It doesn't feel great, considering the lack of infantry. It basically makes Sev0 and at peast one Archon feel necessary if you play her for the feat.
I hope the rest of her kit is really good and its just a weaker feat.

Deathmark sounds like an offensive upkeep of some kind. Probably +2 to hit/boosted to hit the target. If it is, that would be pretty nice.
The mention that "if the game lasted till turn 20 she would 1 shot colossals" line makes it sound like she gets a damage buff based on the turn #. Colossals usually have arm20 and ~60 hit points. The only way she'd 1 shot something like that is if it was something like "when performing *insert attack here* gain a number of additional damage dice equal to the turn number"
