(Caveat - I think the best to opine on this is someone who has played a good amount of both Khador and Menoth in MK3 and that faction pair is not an obvious one)
Jack heavy - I think the question to ask is what sort of builds leverage things that NEITHER Jaws nor Creator's Might (their jack theme) or Exemplars (their Exemplar theme but which you can build jack heavy) does. To me that means EITHER Khador Jacks with Choir/Vassals (to hit really really hard and to help with focus) _OR_ Mostly Menoth jacks with Vlad3. Both are interesting.
Lets also just ignore for a moment the tastiness of DOuble Hand of Fate Judicator. Discussed and dealt with. Plus hard to go jack heavy with 35 points in your colossus.
Vlad3. Here I think the issue is whether with the wracks and the extra focus from Vassals can make it work and, if so, with whom. To me there are four candidates.....and I am going to focus JUST on feat turn. As cost effectively as you can your cav is leading the way and then you feat after things get sucked in with the jacks as a closely following second wave (your shield guards in the middle. I am going to focus on things that bring unique things to the table.
1) Kodiaks (Cost 13) - hitting at POW 18. Since Choir just says "+2 to damage rolls") Vent steam goes up to POW 14. With 2 initials some fun way to abuse side step. Assuming 8 focus from the Wrack and upkeeping Infernal Machine you can send one Kodiak in from 10, another from 8. You get some value out of pathfinder being innate. Venting steam and being able to sprint away afterwards is situationally good. Unclear until tested whether better than simply running kodiak heavy with S3.
2) Sanctifier (cost 14). Threatening 12 with infernal machine. POw 18 and 16 with choir. Gains souls from any Cav killed and thus frees up focus.
3) Purifier (cost 8). Silly things you can do with Beat back, side step and overtake. Too complicated and situational to do the math but feels like with Infernal Machine could potentially threaten from a LONG way a way.
Rez2
1) Devestator (14). The way that I read his card and Rez2's feat it seems to be that rain of death DOES trigger the feat (it is a star ATTACK on a melee weapon and the workding on the card specifically says "additional melee attacks"). If that is the case (hehe - you could choir up a clam, go ahead and BC it, and then rain of death. B2B hits at POW 20. Away from the Jack hits at POW 11. Anything you kill then triggers all the fun cloud effects on his feat. Dammm good times ;-)
2) Grolar (18). 3 to 5 POW 14 shots. With Curse should be at RAT 6. All the fun of his feat with the clouds.
3) Decimator (14) 2 POW 17 shots. CUrse again brings to PAT 6.

Incite+Choir = +4
Kodiaks hitting at POW 20 (POW 22 with Redline). Venting Steam at POW 16 in this example. Dealing with Pathfinder.
Devestators. See above (POW 20 or 22 with Redline). Rain of Death at POW 22 and POW 13. Flame trail situationally synergistic
Demolishers (16) (WHAT???!!) pow 20 FISTS. pow 19 GUNS
So two "archetypal" lists to kick around to see if they work.
First is Feora3 with BinkiBridage. Here the idea is to LEAD with the binkis and figure that they can weather out anything that is coming at them. They also provide a screen. Flamebringers are more of a pure skimisher and likely NOT leading the way but rather holding back and clearing out a zone if required or charging out and disrupting back line scoring. Take it on the chin and then laugh once they start doing the math about how hard your lowly clam jacks are going to do as you abuse incite, choir, redline/etc.

Nothing complicated. Clams lead the way. Doge is there so that should she get sucked into combat she is better protected as well as abuseing flame step should an assassination run become an option (3 for the step, 11 for the charge, 2 for the reach and with the incite on the feat threat of 16 at POW 16 with an assault shot for "fun". 14 points of initiates might be too much so you could swamp in an archon and balance things.

Second list is balancing jacks with Vlad3's more infantry focused build. Initiates are there as hard to remove (and you don't want to with RV things) shield guards. Kodiaks can vent steam (with an IF hot swap) to put down an initial cloud wall. Judie is there cause it is so good with double hand of fate. See top of 2 working

Kodiak #2 trample and Vents. Initiates run in ways that both gum up charge lanes for triggering RV and then also being OUT of clouds but INSIDE of SG range to save the Kodiaks.
You SHOUDL Have a nice 8 inch cloud wall for your infantry and likely a kodiak screen that has to be removed first before anything can get to the higher value models. As noted, ignore those kodiaks at your peril.

I would have loved to work in 4 jacks but I just can't see in List #2 how to do that and get everything I want. Argument could be made to go Sanctifiers. instead of Kodiaks but I think that the cloud wall is situationally useful and the idea of getting POW 14 vent steams just too attractive to pass up.
