Prime 1 said he is back with cygnar but still maintains his contracts etc? Where is he? prime 1 was like 1 year ago!

Given how the story advanced he should have had a 3 iteration that is either a Cygnar partisan or a fully fledged cygnar caster by now, I totally agree.
However, PP have yet to announce anything like that. If they ever do. Maybe during a future Cygnar CID (Storm Knights probably). I noticed they tend to introduce new casters during respective CID cycles. (Anamag with PT, Sorscha with AC, Ione with DH)

My wild, speculative guess is that we see him around the same time we see Ashlynn2.
I'd hazard a further guess that the Infernals disrupt the conflict between Khador and Cygnar to maintain the general status quo between the two nations (then we see Cygnar's first battle engine caster with Magnus piloting his own flying machine for an added dose of complete wishlisting).

Julius first keeps him as an off the books asset (so still essentially a merc). Then he is integrated into the Cygnaran army for a time, demoted and sent out to do missions using mercs with some limited support from the Cygnaran army. He is reintegrated in Acts of War II, but in a book where Cygnarans make more use of mercs and where he uses mercenary jacks (by necessity, admittedly).
Kingmaker theme seems to cover several of those situations pretty well.
Until we have the end of the Stormbreak, it doesn't strike me as clear that Magnus definitely should be fully integrated into Cyngar's caster roster. Maybe one or two themes (Gravediggers?) could feature Magnus2 as a partisan via a theme rule, but that seems about it.

Somebody made Magnus jump out of a plane during the Narrative event. So, my answer to the OP’s question is:
