Hi! Sorry if I'm being dumb here, but can the stormraptor make its initial's, buy attacks and then use the pulse? If not, why? Thanks =)

* Attack
So it would be in lieu of initials if you pulse.
You can pulse 1st and then reload twice.
Hope that helps.

Sorry, English is not my first language. =) If I successfully charge something, make my charge attack and initials and then buy attacks, could I then make the pulse attack? Or do I have to forfeit my close combat initials? I'm confused about range attacks in melee in general and star attacks does not help things one bit =P

No, if you make your charge attack you cannot then go on to make your *Attack Pulse nor any other ranged attack with the Storm Raptor during its activation. When a model activates and begins to perform its combat action it must effectively choose whether it is going to make ranged attacks or melee attacks, but not both. A "charge" is a unique sort of thing a model can do that rolls its movement action and combat action into one and it results in the model making a melee attack, so therefor no ranged attacks for you.
Normal models cannot make ranged attacks while in melee at all, but being a gargantuan the Stormraptor is allowed to make ranged attacks even while engaged in melee (but this still does not let it make both ranged attacks and melee attacks in the same activation). A *Attack is a special sort of attack. When you make a *Attack with a weapon you sacrifice all of your initial attacks of that type (i.e. ranged or melee. In the Stormraptor's case it sacrifices its initial lightning shot to make the pulse as that is the only initial ranged attack it has). However, since the Stormraptor has "Reload" it can use that ability to force for extra ranged attacks after it has completed its initial ranged attacks (OR after it sacrificed its initial ranged attack and completed its Pulse attack).
There are, however, special rules, abilities, and spells that affect this sort of thing, but as a baseline this is generally how it works.
You might want to check the section "Combat Actions" on page 36 of the Hordes Rules Digest. The full section on making attacks and all the different sorts of attacks begins on page 41.

Thanks a bunch, very good explaination. Can I be a complete noob and ask if I can use admonition to set up counter charge as well? I`ve read the rules time and time again but I can`t make sense of it.
