Has anyone used him successfully? Such a cool concept, but I find it hard to justify 7 points for a solo whose main role is just to hand out focus. 1 vassal, 1 wrack and a hierophant are a more reliable way to generate focus for 7 points. I mean, you're nearly giving up a Champ or Initiates to squeeze him in. The assaulting spray is cute, especially with Sev0 around, but it's something you only want to do late in the game.
I'd put him in FM/EI if he could be taken as a free solo but alas ...
Of course he's worth it if you can deny souls to the enemy, but that's such a 'sideboard' choice that it's difficult to list build around.

Personally, I needed a good use of direct spirits to justify having him in a list. If I ever get around to playing Testament in EI again, I think hand of silence would be a great tool to allow the army to play more spread out by having two bubbles for Testament's soul collection.

He also really helps Gravus or sanctifiers too.

The main issue is he is expensive, and the other stuff in our lists which want souls are also expensive. So if you're really abusing the soul collection aspect, you'll end with very few bodies to actually get souls from. You basically have to choose 1 reason to bring him. Either he is there to give focus to jacks OR send souls to someone else. You can't really benefit from both abilities in the same list. And I think for just one of those options he is a little too expensive. If he could be a free solo I think he'd be amazing. But PP just won't give us as many free points as other factions

He can accomplish both in a Testament or HR list. He lets you spread out and run dude spam with both which is pretty big. I'm debating adding him to a HR Guardians list that I want to try, Cleansers were really strong in the beginning of MkIII so I think they'll hold up pretty well still.
My problem with him is that he really can't be protected by shooting unless you hold him back with support, but then he doesn't do his job, and any dedicated gun warjack can probably just double boost to hit and kill him. Really hard to hide the base among the things he wants to collect souls from.

Really good against cryx as he prevents cryx models to collect your souls (and menoth models tend to have bigger range than cryx ones so cryx ones are often closer.) And cryx have normally limited amount of shooting so he is easier to keep alive. Better in FM where he is counted to free points, but very hard to fit EI list, because Gravus is already there and not even counting towards free points.

Isn't Gravus an exemplar model, or is war room wrong in counting him towards free points?

Isn't Gravus an exemplar model, or is war room wrong in counting him towards free points? Yes should have been more precise. Gravus is exemplar model, but is expensive support model (and late game killer) and already chew points form models that do work.
