I've searched for a definitive answer but couldn't find it to this question- assuming that retaliatory strike is triggered on a Kraken with hellwrought can the Kraken make the attack even though it can not move? As a followup does the attack have a 2" or 4" range?

4" range is only during its activation I believe.
Hellwrought states that during your maintenance phase, the attack triggers which is an out of activation attack. Chain Strike specifies you have 4" reach during your activation.
So the hellwrought retaliatory strike will only be 2".

Can I make the attack even though the Kraken can't move? I'm pretty sure that I've read on the PP boards that they are independent of each other but I can't find that now.

tiberius is right. Hellwrought will work and allow the Kraken both to advance, but it can't, and to attack. It can still attack because the movement is not a prerequisite for attacking. Chain Strike only modifies the Kraken's melee range to 4" during its activation and Retaliation doesn't explicitly allow the model to activate, so Chain Strike does nothing.
