I need some clarification.... I had a warpwolf in combat with me that I crit “stationary-ed” with my Juggernauts ice axe. In the beginning of his turn he was not able to remove all the fury from the wolf and he failed his frenzy check. So can the wolf make its frenzy basic attack or is considered still under the effect? How should this play out?

According to page 82 of Primal, it should just lose its activation and can remove fury. "If a frenzied warbeast cannot immediately activate or if it cannot charge, it loses its activation and is no longer frenzied, and you can remove any number of fury points from it." Since it's stationary, it can't do anything--including charge.

I don't have my book handy, but I'm pretty sure one of the previous steps in the frenzy process is to shake all shakeable conditions for free. Stationary is one of those, so, iirc, it would get it's frenzy attack.
