I think it brings some interesting interactions, but I tend to think that it will be good with Ashlynn or Marshalled. Everything else seems like Nomad + occasional gotcha.

I think it pairs well with Rutger Shaw. Which is pleasing considering Rex, his character jack from the covers of both editions of the RPG, is also a Toro.

u can take with magnus2 because it dont much matter what he takes u can take with macbain for failsafe to be arm 22 all teh way down u can take with magnus1 for deff ward or iron agression if u want to be silly.. u can take 1 with constants blaze and max out her wjp with gallant if u feel like slumming it u can take with bart to be arm 23 but it wont do nothin u can take with fiona for good feat turn but she kinda bad u cannot take with shae cuz das dumb Counterpoint: U can take with Shae cuz he is not the dumbestest and he is good and awesome. Also he mak them go the fastestest of the merks. Also high marks for a Countercharging Marshalled Toro. Thats a pow 18 weaponmaster, holy potatoes! If You put some free charge solos in the army that would actually be a legitimately good model. Just the raw zone defense it would provide would be excellent. Put him on Rutger Shaw and now you've got a Shield Guard as well. I've felt for awhile Mercs are an Empower Solo away from unlocking several excellent Marshal models, but I didnt think how nasty the Toro synergies with this. no he cant. eh only speeds it up on one turn. liek 4 other castors can speed it up every turn.

The empower solo isn't going to be in the theme with the marshal bonus - so don't get too enamored with all the nonsense that might ensue.
Also I get the countercharge/marshal bonus premise and that's not nothing but that's four points to probably downgrade the overall quality of your marshaled heavy from a Freebooter with Shae.

Probably a better option once Steelheads have a solo with Empower (say, an Arcanist). Otherwise you're still capping the Toro's output except on the countercharge. But marshal bonuses + empower might make marshalling heavies worth it. Just a reminder that the steelhead arcanist won't be in irregulars, so there won't be a way to combine flank and empower. At the moment empower+marshal would be limited to meg and raluk in kingmaker, so fingers crossed for a steelhead jack marshal as well?

gobber I really hope they make an exception for him in Irregulars like they did with the Tinker. Also do you think his Empower will effect Rhulic jacks ?

Empower works on friendly faction so that'll work fine. Developers seem reluctant to add anything else to irregulars (dev talk said it was too broad though Pagani has clarified they're not planning changes). It's at least implied that steelheads are getting their own theme force; this would give an avenue for rhulic casters to get in anyway. More non-character solos for steelheads/dwarves/pirates is the only way those themes will be able to compete with irregulars, so I actually hope they don't put the arcanist in.

In a perfect world the powerbooster solo'd be headed for the theme with the marshal incentive, but the two things are independently pretty cool even if they'll only ever be starcrossed lovers. Shae's a pretty good consolation in Irregulars.

If we're talking jack marshals in a perfect world, here's an easy one: Company of Iron Jack Marshals have an additional drive option: Shake Effect. It's far too easy to turn marshaled jacks into dead points with control effects such as your garden variety slam.

Just one further point before it get buried, Skorne has been doing the admonition-back-counter-charge trick with Bronzebacks under Morghul1 since they came out.

The availability in Irregulars issue depends on how far-reaching the CID of the theme is. I can see them doing a Heavy Metal and changing it to 1 free solo for every 30 points of warriors/jacks but not much else, or trying for a more comprehensive evaluation of what the theme should cover for fluff, gameplay or game development reasons. That might mean something like removing Rhulic warriors (they belong in Hammerstrike) and similar removals from the theme - the question then would be how far would they go. Remove everything that is covered in other themes or just some of them? Removing the Advance Move benefit might also be a good idea (gives you a reason to run Rhulic jacks in Hammerstrike, for example).
The usefulness of the Arcanist may also depend on what the "Steelhead theme" really is. Is it just Steelheads, or Steelheads + some other more professional mercs (Devil Dogs, for example)? Might they get to have a "this theme may include one non-Steelhead mercenary character unit and solo" option?*
