If I were looking to start a new faction (currently have menoth and trolls) why should I choose ret?

Retribution models are easy to paint, which is a big plus for me. I've only played 5 games or so, so I can't help much with tactics. From what I gather, they're relatively high points per model, so don't take long to get table ready.
Other than that, their focus seems to be to play towards your opponent's weakness, rather than their own particular strength. Their Stats, other than movement, seem somewhat lacking compared to other units I've looked at, so you really need to be careful how you engage, and use their tricksiness to avoid being beat. I'm enjoying playing them so far.

Ret is kinda the generalist faction. Alot of other factions and lists tend to ask the opponent a question, which if they cant answer generally means victory. Ret does not ask alot of questions most of the time, we just tend to provide alot of answers. Our tricks as some refer to them is that we have alot of very flexible units that can be used in multiple ways and that allows us to change our game plan depending on what are opponent is doing. Manticores and Dawnguard sentinels are kinda the poster children for this set up. Mantis can shoot, but they are not the best shooting jack in the game, but they are far from the worst shooty jack out there. Mantis can also mix it up in melee and smash opposing heavies, but they are again not the best or the worst, they are solidly middle of the pack. The manties strength is that it can out shoot most of the jacks that can out melee it and it can out melee most of the jacks that can out shoot it. I have been impressed with the sheer utility that it can provide. Sentinels kinda do the same thing on the infantry side, they can hit decently hard and provide decent durability for a medium infantry unit. But depending on the caster and supporting cast you give them they can turn into an impressive Arm 20+ anvil or a nice high pow weapon master hammer to smash your opponent. We pay for this flexibility by being slightly higher points cost then most of the specialist factions pay for their specialist troops.

I will have a second the notion that we are a faction of answers in a meta heavy in asking questions. We can deal well with most anything that you throw at us and all of our Jacks are really big in the toolbox department, though much like Legion we have to pay a premium for our models because they have a lot of utility. In my opinion the biggest question that we ask can you deal with our alpha strike? A lot of our casters can give a major advantage in getting the first strike in and making it really count. Kaelyssa with Stealth/No Charge makes it almost impossible to hit her before she hits you, Elara2 can give her entire army Boundless Charge and Ghostly so you can't out threat her, Mobility on Vyros pushes his griffons up to crazy levels of SPD, and Issyira with Crusader's Call, Blinding Light, and her S&P feat makes her hit hard, fast, and before you can do anything about it. Most all of our casters have some form of tech like this that allows you to hit first or prevent reprisal often both.

I will go the opposite tack, and say that you're better off waiting to get into Retribution.
Let me explain. They fairly recently came to the decision that Retribution is to the 9th mainline faction, and so needs a disproportionate number of releases to catch up (they've started this with the Command book for Ret. Everyone else is getting a new caster, the official release of their upgraded journeyman, and then a jack and/or solo of some type. Ret is getting 1 character unit, 1 toolbox unit (the new Arcanists), 2 character solos, 1 warcaster attachment, 1 melee unit, another melee unit with its CA, the new caster, the new journeyman, and finally Issyria's character jack). Retribution doesn't ask questions really. I've found them to play similar to bards from D&D. They generally don't excel at any one thing, but they have a decent to pretty good answer for just about everything.
My advice would be to wait. Some of the new theme forces are absolute crazy town (Khador infantry one is destroying everyone, as are the Gators in theme), and Ret hasn't gotten their command book and their 2 new themes yet. Wait for the book, and judge then.
For reference, their one theme force ( Forges of War ) I've found fairly underwhelming thus far. I've heard of people running it as a jack + arcanist list and seeing decent success, but other than Rahn (who doesn't love it that much I don't think in the era of infantry spam), I don't know if anyone really likes the list as it is right now.
You really might be better off waiting at least a few months, if not more. They're fun, but I think to enjoy playing Retribution right now you have to be really sold on the theme (like playing Convergence, just with more and regular releases). But there's definitely potential. One Retribution Nyss unit and two Nyss solos gives me hope that you will be able to run an entire non-blighted Nyss army in Ret at some point.

Here here Iyrael, I am hoping for a Nyss warcaster at some point as well as a few more Nyss units so we can run an all Nyss army. But I dont think hes trying to pick a faction just based on competitive power level, if that was the case Cygnar or Khador are the clear winners right now. I think Ret is in a decent place right now, as we dont have anything that is clearly OP or just alot better then anything anyone else has, this means your generally not fighting at a massive disadvantage and you can use your skill to find a way to win.
