So this is all supposed in the idea that you can cast a spell after making the movement for a charge but before actually making the attack roll. Can anyone confirm this is legal?
Naaresh charges something, casts Cyclone to maneuver around his target, immune to free strikes, into its back arc. Then he gets all the attacks from Cyclone. Then, since he hasn't completed his charge but is still in melee range of his charge target, makes the charge attack, but now from the back arc.
Is this jank possible?

He can indeed cast a spell - it's the 'any time' after moving, and before making an attack.
So long as the charge move results in a 'successful charge' state, then the activation is still going on. E.g. we see this when a successful charge happens and other response abilities trigger before you make the attack - admonition, etc.
To be explicit. "Charge" is something you choose when resolving your Normal Movement (pg 30)
Pg 31: "A charging model that is engaging its charge target at the end of its charge movement has made a successful charge. The charging model must use its Combat Action to make either initial melee attacks or a special attack with a melee weapon.
The charging model’s first melee attack after ending its charge movement must target the model it charged. If the charging model advanced at least 3˝, its first attack with a melee weapon targeting the model it charged is a charge attack"
So, you resolve Normal Movement - Charge. If not successful, activation immediately ends. If successful, activation continues (NB: you have not yet begun your Combat Action.) There is now immediately a timing opportunity to cast a spell after movement, but before attacking in your combat action. Once the spell is resolved, continue into the Combat Action which then requires you to make the melee attack targeting the charged model etc etc.
Edit: One last note. The final paragraph shows you can also do this tactic, but Cyclone off towards another model entirely - e.g. bounce off a grunt, into a caster. Tho you lose the Charge boost:
"If the charging model did not fail its charge and cannot make its first melee attack against the charge target, the charging model can make its first melee attack against another eligible target. In that case, its first melee attack damage roll is not automatically boosted"
