I also play both warmachine and hordes, and each time I use my hordes, my opponents cry OP because I don't have to allocate and can just ramp up the fury where I need to apply the force. One example was us trying out Grind, where I took a hordes group and he had a warjack group (admittedly they lose power up in that game). The warbeasts had a huge advantage because at any given turn I could just spend 3-4 fury on each beast if I felt like it and just let it frenzy if I couldn't handle the fury load. It had typically done its job going hot. I do feel a bit more restricted in warmachine when it comes to allocation vs forcing. Though power up does alleviate that a lot.

Its really simple at the end of the day. Warcasters and jacks are required to balance their budget, and everything needs to be budgeted out(Allocated) prior to anything getting done. Warlocks and beasts have the option to run a balanced budget (only generate what the warlock + fury management can take in) or they can deficit spend and risk the bank calling in the loan i.e. frenzy checks. They are also allowed to spend the money as they go from a giant slush fund instead of having to have every department allocated a budget at the start that other departments cant touch. Becasue of this Warcasters get a larger starting budget but do not have the option to barrow from the bank.

Were also forgetting the other side of the fury vs focus equation. Warlocks/Warcasters, where Warcasters have to spend their personal resources to get their jacks to perform to peek efficiency, Warlocks don't.
Granted, it's not quite as cut and dry as all that, seeing as many warlocks have lower fury(focus) than warcasters, and they tend to keep at least a point or two in reserve for transfers, but by and large Warlocks will operate at peak performance regardless of how hot their beasts are running. Even stronger jack-centric warcasters can run out of focus rapidly if powering even a few jacks. The same argument of warcasters being just a little stronger than warlocks still applies but it's an issue to consider.
Warlocks - Deficit spending with potential to be able to ignore the loans till it no longer becomes an issue. Warcasters - Balanced Budget with very little room for deficits.
