There is a balance concern as well. Reducing or eliminating warbeast points won't change Hordes lists because Warlocks need warbeasts in order to function, the same cannot be said for warcasters.

You don’t actually need jacks at all, Battle Engines score rectangular zones just fine. And warcasters! I dunno. I can't think of many factions aside from Cryx and maybe menoth that wouldn't ever run a jack at all.

But the themes are supposedly balanced against one another so, you know, if thing we're different other thing would likely be different. It's called "The Butterfly Effect". I saw a movie about it once.

Do the people who advocate removing Warjack points remember Mk I when Warcaster cost points like a Warjack or a solo?
Warjack points are partially there to bring Warjacks, but also there to justify making the required "king" piece cost nothing (or technically less than nothing), and balance them from there.
