That's really all we know. It's a character. Attachment, solo, etc is unknown, nor do we know anything about Rotwings in the first place. My suspicion is they will resemble Carrion Thralls. Spd7, Def 13 (because Ogrun shouldn't have high defense models), spreading some kind of disease like vultures do. So maybe Weaken on hits, which would synergize well with what I assume will be a high-ish ARM trend through out the theme.

When I heard they had a character attachment, the first thing that popped into my head was that they would be the Ogrun equivalent of Grotesques.

Unless I'm missing something all we know is that they're a character named Gorag Rotteneye and they can be played in Primal Terrors. Could just as easily be a Blighted Ogrun attachment or solo.

Sounds like troll name convention. okay, so total spitball. Legion Bloodgorgers. Hopefully better than regular gorgers.

Totally reads like ogrun name to me. I wouldn't expect blighted trolls in everblight, we never saw any reference to this before, and it's already done in Cryx. Could be an exception, but I find an everblight-ogrun-Skaldi-equivalent more likely.
