But these aren't really ways to make Talion good. They're just ways to give it more options.
Right now, pirates are the forgotten Merc sub-faction. Sea Dogs aren't a good unit. The deck gun is weak. The jacks are 'meh'. All pirates really have are the interesting solos. But, like the Press Gangers, they aren't worth much if they don't have a good unit to support.

Not sure if it would really help their power level, but I don't understand why mercs have so many caster restricted themes. Why is it okay for Haley3 to lead a trencher army but MacBain can't lead a pirate army?

It just makes more sense that certain casters can't run certain themes...

The real factions have real standing armies. If they need a caster "here" then they assign the caster some units and send them "here". So one campaign Haley may be doing grinding work with trenchers and when she's not needed there maybe leading an armored brigade to wipe someone else out in another theater.
Merc leaders just don't have that flexibility they can only work with what they have. Pirates have their ships and crews (and maybe a small land based contingent). Dwarves usually recruit in the Dwarven Homeland or just call upon people they're familiar with. Irregulars is PP's way to apologize to us for segmentation in the first place.

Except Bart and Fiona didn't sign the Talion Charter, as they don't captain the Talion. The only warcaster who signed the charter is Shae. Dirty Meg didn't either, or MacNaile, as they are both Calamitus (sp?) crew; the Devils Shadow guys want to kill Shae, but they get in too. The reason we have limited casters and other factions don't is we have easy to implement types (privateer, rhulic, etc) so they did it. The other factions don't tend to, so they didn't bother. I could see MacBain being hired in a port city and the only mercs he can find to help him fill the contract are pirates, but we can only play with what we got. Maybe the CID will let us open it up a bit. Things I'd like in the theme (not all of them, of course): - Water AOEs placed as terrain (and warriors gain aquatic?), - Make the ambush for any unit, - Able to take a press ganged unit(s) with a 'gang boss' CA, similar to the Cephalyx one, - Rise for warriors, - Press gangers being able to shaghai the undead (hell, they can do it with trees!), - Better defensive tech for the solos.

I'd say allowing cryx scharde pirate in theme and having them count as sea dogs would also make sense Not to be that guy, but this seems a lot like Talion/Cephalyx = Baby Cryx, Llaelese = Baby Menoth/Cygnar/Crucible, Kingmaker = Baby's first Cygnar. I don't like the precedent that our theme forces become stepping stones into us getting "real" armies.

That’s why I stay dwarves... other then dwarves that’s basically how I’ve felt about Mercs for a while now. It feels like PP’s major interest in mercs isn’t having them be AMAZING as their own thing, but more a way to steer customers into more mainstream factions. Of course there is always the argument “ah but in tourney that’s their strong point”, which I kinda get. If I can bring Cygnar and Cryx to a tourney and you can only bring one, looks like I might have an advantage.

You need to find a way to make the core of the subfaction interesting and useful. And when the core of the subfaction consists of one-wound melee infantry that aren't terribly hard to kill, that's going to be quite an uphill struggle.

I find it weird that the +1 to the starting roll didn't come over from the original contract. Would make lots of sense here.
Being able to drop water hazards and giving all troops Amphibious would be a great thematic option.
On the armor cracking side, what about bringing Ogrun and Trolls along for the ride? We have a Troll pirate already (Grogspar). I don't think it would be too out there to think that we can get trolls and ogrun to join us on the high seas. Even Dwarves are an option.

- All solos gain +2 defence and dodge - Swamp gobber river raiders buffed to rat 6 and debuff changed to -2 arm. - Rockbottom can use coins to save other solos (Borrowed Time???)
