Could somebody please explain this for my friend and I? We recently had a game and at the end I somehow failed to kill his caster(zerkova1) but had her surrounded by the stalker(behind her) barathrum and deathripper(in front) all in melee so close she can't go anywhere. But he saw a 1cm gap with direct LOS to my caster(sturgis2) about 8 inches away and proceeded to hex blast me to death! Can he do this?

Yes he can, there are no rules restrictions about firing magic attacks out of melee I beleive. They are different than a ranged attack, which states that you cannot make ranged attacks while engaged without a special rule.

Exactly, you can cast spells in melee to something not in melee, in another melee fight, or even at a model you're in melee with. That last one is a great way to circumvent the target in melee penalty, as it doesn't apply in this case, or to simply get a threat extension on your spells.

To elaborate, if you couldn't cast spells in melee spells like Flashing blade or Cyclone wouldn't work.
