At what point is the model removed from play? Tough happens on disabled. Does the RfP trigger on hit (Consume)? Does it trigger on destroyed (Take Down)? At some other stage?
Just remember Disabled -> Boxed -> Destroyed. It'll answer all of those questions for you.

It depends on the step where RFP occurs. The steps to being destroyed are: - Disabled
- Boxed
- Destroyed
Tough occurs at Disabled and the RFP effects that trigger here are very rare (can think of only Kallus1's feat and that's not relevant). Most RFP effects trigger at Boxed or Destroyed. Note that if the effect triggers on Boxed it will deny effects that trigger on Destroyed such as soul or corpse collection. TL;DR: RFP usually doesn't stop Tough.

And that is because Consume triggers on hit, or critical hit, which happens before even rolling for damage. Basically, it entirely depends on the wording of the specific ability.
Many sources of RFP come with ''no tough'' rules on top of the rfp, but it itself doesn't ignore tough innately. All RFP does inherently is immediately remove the model as a casualty and prevent that model from being returned to play.
