I see a lot of posts claiming <faction> is meant to be an alpha strike faction. I tend to think trolls and pom are NOT alpha strike factions, with khador and skorne close. Obviously the rest can't all be based on alpha striking. How would you order factions alpha strike ability or requirement for success?

Alpha Striking is not always related to specific factions.
In general terms it is used to describe a list that either has long ranged guns to shoot the opponent up before they can retaliate or a list with super long melee threat which will usually always be able to charge the enemy before suffering significant casualties themselves.
There are many different lists that can do this, some Cygnar gunlines have a long range and can remove multiple enemy models from the table before they can make attacks.
The Troll Caster Doomshaper2 can let his battlegroup charge 14+ inches on feat turn.
In short there are many lists that can do this sort of thing, and they are often spread out across different factions.

grabsnikk is right, it's mostly about casters and specific list builds, but if you would have to generalize into factions, I would say the more fragile factions like Circle, Legion and Cryx will usually be looking to get the (often melee) alpha. Others like Retribution and Cygnar might as well, but they're usually more combined arms.

100% list and caster dependent as a lot of alpha striking depends on a mix of your models inherent traits (ie - cavalry and models with guns have long threat ranges so tend to hit first) and how your caster assists that
Skorne for example will run alpha strike in a rasheth gunline, they'll hit first and hit hard. But that wont be true for Zaal2 and the immortals who are a counterpunch list
Protectorate will alpha strike with a thyra list emphasising speed and hit and run, or with a kreoss1 pop and drop gunline. However that wont be true for say, an exemplar interdiction Testament build where many models are slow and testament will simply be recycling the dead rather than threat extending
