In the Warroom 2 app, when I choose the Jaws of the Wolf theme, the app allows me to pick "Friendly cards", but has them separated into two categories. Is there a reason I can't choose two solos or two units, and have to choose one of each? I'm just starting(as those who saw my other thread may be aware of), and am essentially building the list to begin with, but no one has yet to explain what these options are actually for to me.
I guess the question is: How do themes work? I was directed to one that fit units that I already liked, but how do they actually work?

Themes work by applying restrictions to your army in order to gain certain benefits. It varies from theme to theme and by faction to faction, but normally themes provide "free points" and an additional benefit.
For example, the Jaws of the Wolf theme is supposed to represent vast amounts of Khadoran armour marching alongside scouting parties. Hence why you can take our scouting units and solos as well as Kayazy models. Some of these solos can be free depending on the amount of warjacks you take.
It addition, the majority of themes allow you to take friendly models. The majority of them allow you to take one solo and one unit. So you can't have 2 of one and 0 of the other. But you could just take a solo for example.

So the answer is basically "because the rules say so", and friendly models add to the list of units/solos that the theme allows me to take? If I've misunderstood that, let me know, but this is what I got out of your post. Thanks for taking the time to explain it.

Pretty much.
Also, some themes have further restrictions. Legion of Steel only allows non-character units, and Winter Guard Kommand only allows non-character solos.

Yup, rules is rules. Jaws rules say you can take only one friendly Merc solo and only one friendly Merc unit.
It's a trade off for benefits basically.
So with Jaws of the Wolf, Obviously you can't take some of our great warriors like Man O'Wars or Iron Fangs which is annoying, but you'll get some free solo units of about 8-13 points as a benefit as well as making the battle mechanics a little more versatile and stopping the enemy from having ambush.
So while a list with no theme will have it's strength in all round field control, it'll be at least 10points behind at 75pts with a few janky rules missing.
So far meta has been that playing a theme is overall a bit better/stronger, some more than others like Cryx's Ghost Fleet.
The War room app should have all the rules for the theme anyways when you go to select which one it is you are after.

For my etification, how do the lesser warlocs (We&SJ, R&B...etc) count? Are they units or solos for the merc allowance?

They are solos. Which is odd because of lot of them are warlock and chum.
But you're taking the solo, and the solo is taking his bestie beastie along for the ride.

Themes previously did not allow mercenary or minion options in them. Recently they changed this to allow for the inclusion of mercs and minions in themes. The restrictions vary by theme but generally allow for the inclusion of one unit and one solo that will work for your faction. The idea was to still restrict list construction when using themes but given themes a little more flexibility than was previously the case.
