It looks to me like Sprays are quite powerful in COI: when a model is knocked down it gains cover against ranged attacks, and when a model is injured it cannod be targetted by ranged attacks. However, I believe with a spray you can target another model and hit the injured one, ignoring cover?
Seems like it's worth trying to include a spray or two in a list to act as a "finisher"?

Everything that has a spray has at least -1 requisition

And that makes sense, but I agree, they are extremely powerful if they accurate enough to hit the model, since the def doesn't drop to five when they fall down.

Well, yes, but you need to spend a card on the boost and even then it's far from guaranteed (an extra dice is about +3.5 to the roll, so less on average than the advantage of cover). Plus the advantage of sprays is not just ignoring the cover, it's also that you can hit an injured model even though you can't target them with a ranged or magic attack.
Anyway, I'm a Khador an Merc player. In Khador the Koldun Lord, Ternion, and AKs with WA all have requisition cost 0. Valachev has requisition -1. In Mercs, Thor Steinhammer and Rockbottom are both requisition 0; the Blaster is -2 though!

Sprays are horrific. Try playing against a max unit of cleansers with UA to really give you nightmares
