It would be better, but it would still have the issue of being a solution to a non-existent problem. IE: Infantry spam.
Judicator was good in mk2 when you could reasonably expect 30ish infantry models on the board against many lists. But even then, you only saw it with eFeora.
That's not really an issue anymore, and the Revelator has good anti-infantry tools itself, while also being a ranged armor cracker.

Although i disagree that infantry is a non existent problem. Its meta dependant (obviously) so your experience may vary but my meta is starting to absolutely fill up with infantry focused lists Its just the revelator deals with them fine top because of the hazards

Even with 6 shots, the expected number of hits is 1.666 hits vs def 10. Even flare only brings the number of expected hits to 3.5
Knockdown or Stationary is about what you'd need for it to get anywhere near "Melt heavies". And honestly, that would be fine.

I don't like deviations, deviations are unreliable and the AoE is too small. But with 3 shots it can really chose what and when to boost and I almost always shoot it with the intention of a Direct Hit. Opponents are pretty surprised to learn that, due to its ROF, it inflicts much more damage against a heavy target than, for example, a Reckoner at range. Eye of Menoth, Aiming, flare and go for the legs
