I think one of the things that can help him and is pretty fluffy as well if Resourceful, not having to drop all his shit when he is going for it can help massively.

There was some discussion of Caine2 on the Cygnar facebook group and a strong contingent of people there seem to think that Caine2 is still a top-tier caster. One guy went so far as to say I obviously don't play Cygnar if I don't think Caine2 is still amazing. There seems to be a big skew in WMH Battle Reporter for him from pre-nerf games that will apparently soon be filtered out of their statistics.
I don't know why people would think he's so strong in the current meta. He does one thing, assassinate, and now that he has to pay focus for shot types, it's pretty easy to deny assassination by positioning your caster well and screening effectively. I haven't seen a single battle report for him post-nerf, though, so I'm hoping I'm not crazy.

They did this thing in MKiii where they changed him to be personally very dangerous but had almost zero army support. Then they nerfed his personal threat substantially and didn't give him anything in return.

Agreed, I can't see why anyone would put him on the table in the state he is in instead of Caine3 or any other assassination oriented warcaster. Caine3 provides way more support to his army and has much more assassination threat since he's not limited by a personal feat and paying focus for shot types.
