When basing models do you keep all of their bases on the same type of theme? I just acquired some kayazy assassins, and their back story is set in a city scape.
The rest of my army is snowy/tundra/rocky terrain. Would it be weird to find my kayazy assassins on cobble stone street styled bases?

You could add a small amount of snow to their base and say it's a city in the north/winter.

I have always tried to keep some theme to my bases, but vary them within that theme...for instance the Legion I am working on will all have a snow theme, but I will vary the bases with other elements: some just flock and grass tufts, some with rocks, some with forest floor, some on ice, etc. I usually try and base units with the same type of base style though to help differentiate them from other models in the faction.
That being said, I don't know if I would vary them super wildly. My Legion won't have any city type bases for instance.

I find bases are important to tie a force together. I wouldn't change the base style between models in a force. Obviously there's a small grey area, but if one set is on Martian Red bases, and the other is on Green Field, and another is on Snow, and yet another on Lava Field...

I keep them consistent, unless there is a specific reason not to. I'm currently working on pirates, and pretty much everyone has 'ship deck' bases- but I noticed that I sometimes couldn't tell my Press Gangers from my Sea Dog Crew at a glance, so I gave the PGs cobblestone street bases to differentiate them.

I struggle with this myself. At the end of the day though, for me the modelling / painting part of the hobby is important, so if a certain model or unit would look better on different type of base, I will most likely go with it. At the end of the day you're probably going to have them sitting on a table that doesn't match their bases anyway a lot of the time (unless you always play on exactly the same kind of terrain, which is... less preferable to getting to play on a variety of tables and terrain), so it should be fine. Plus it can potentially help a little in-game by allowing models to be more instantly identified at a glance.
For me, my Khador are snow-based, with some ice bases (especially the casters), but they are always accompanied by Mercs on a variety of bases including swamp, grass, and hopefully in the future desert.

I keep it coherent, but with small variations. Most of my army is in a rocky/grassy terrain, but my trenchers have some spiked wire or planks spread around, my rangers have more grass/bush to make them look like if they are hiding in an area with more vegetation, and some of my casters and jacks stand on a pile of scraps of the defeated foes.
